I have worked in the insurance claims adjusting industry since 2000. For more than 15 years, I have handled cases involving Special Investigation Units (SIU), a specialty that has allowed me to develop strong analytical skills, attention to detail, and sound judgment.

For nearly two years, I have been supervising a Special Investigation Unit team whose members are based throughout Quebec. This role allows me to support and bring together professionals across several regions of the province. It also gives me the opportunity to train the next generation and encourage knowledge sharing, something I consider essential to ensuring the continuity and advancement of our expertise.

Every experience I have gained since the beginning of my career has prepared me for the role I hold today. My professional journey has been shaped by continuous learning, teamwork, and the pursuit of practical solutions in often complex cases.

My involvement with the REPQ stems from my desire to contribute to the advancement of the profession and encourage collaboration among peers. I also hope to serve as a bridge between the REPQ and insurance companies, raising awareness of the importance of special investigations in identifying potentially fraudulent claims. Through this involvement, I aim to put my experience at the service of the organization and promote a better understanding of the value our expertise brings to the industry.

An investigator at Diligence Investigation Canada, Lancelot Paradis Bédard has a diverse background in private investigation, particularly in undercover operations, security testing, surveillance, and field investigations. His experience has allowed him to develop a hands-on approach to investigative work, where discretion, adaptability, and the ability to make decisions in real-world situations play a central role.

His professional experience has also given him a practical understanding of the various operational aspects of the profession, from planning assignments to carrying them out in the field. He has a particular interest in the evolution of investigative methods, emerging technologies, and tools that improve operational efficiency.

As a member of the Board of Directors of the Regroupement des enquêteurs professionnels du Québec (REPQ), he aims to strengthen connections among professionals in the field and support the development of the next generation of investigators. He places particular importance on practical training, sharing field experience, and creating opportunities for new investigators to develop their skills alongside experienced professionals.

Through his involvement with the REPQ, he intends to bring the perspective of a new generation of investigators while helping to promote the value of fieldwork and advance recognition of the investigative profession in Quebec.

After initially pursuing a career in healthcare, Moises Ramirez changed his career path and earned an MBA from the Université de Sherbrooke. He subsequently joined Loto-Québec as a security analyst, where he worked across several areas of security, including prevention, training, physical security, and investigations.

He continued his career at the Chambre de la sécurité financière, first as an investigator and later as a senior investigator. In this role, he served as a coach and mentor to his colleagues while actively contributing to the improvement of practices and procedures within the Office of the Syndic.

Since the fall of 2018, he has shared his expertise as a lecturer in investigative techniques and methods at Cégep de Saint-Hyacinthe. He currently works as an intelligence analyst with the Service de police de la Ville de Montréal (SPVM).

Holding both the Certified Fraud Examiner (CFE) and Professional Certified Investigator (PCI) designations, Mr. Ramirez has also been a guest speaker for prominent organizations, including the Service du renseignement criminel du Québec (SRCQ), the SPVM, the Association of Certified Fraud Examiners (ACFE), and the Credit Institute of Canada (CIC).

His professional journey has reinforced his belief in the importance of knowledge sharing and stronger collaboration across the various fields of investigation. With this perspective in mind, he wishes to become involved with the REPQ and contribute his experience in investigations, intelligence, and training to the advancement of the profession.

Simon Marchand is an independent fraud consultant, expert in external fraud risk, identity and biometrics.

A Certified Fraud Examiner, Marchand has extensive expertise in fraud prevention, detection, security and authentication in the banking and telecom industries as well as the technology sector with more than 16 years of experience in the field. He held senior leadership positions at Vancouver-based GeoComply as their VP of Product Management - Risk, then VP of Fraud & Risk Strategy, after a few years as Nuance’s (now Microsoft) Chief Fraud Prevention Officer and Director of Product Management for the Security & Biometrics division. Prior to these strategic roles in the technology industry, he held key fraud management positions at Montreal-based Laurentian Bank, at Bell Canada, and at Québec’s Order of Chartered Administrators, where he managed its professional inspection program.

Marchand is a trusted expert, advising various organizations worldwide on topics ranging from fraud prevention strategy, biometrics, technology evolution and innovation. He provides his expert services in court cases and has testified in front of the Parliament of Canada.

As senior fraud expert and independent consultant, he collaborates on fraud strategy and fraud control projects. He helps design fraud prevention technology that disrupts criminal operations and facilitates fraud investigations for a variety of industries. He collaborates with organizations and associations worldwide to help understand current and upcoming fraud threats and design proactive prevention strategies. He regularly shares his expertise in various conferences and with associations around the world and regularly speaks on fraud risks and the ethical use of fraud prevention technology in the media.

I am an intelligence investigator at Diligence Investigation Canada. My professional background has allowed me to develop an investigative approach based on research, analysis, fact-checking, and the ability to establish connections between information obtained from different sources.

My academic journey began in Police Technology at Collège de Maisonneuve, with the initial goal of pursuing a career in law enforcement and eventually specializing in investigations. I later deepened my interest in private investigation by taking courses in investigative techniques and methods, followed by a university certificate in Investigation and Intelligence at the Université de Montréal.

My professional experience, particularly at Service ADG and now at Diligence Investigation Canada, has allowed me to put this knowledge into practice and develop a practical understanding of the role of intelligence in investigations. I have learned that gathering information is only the first step. It is equally important to verify, analyze, and contextualize that information to produce useful, relevant, and actionable intelligence.

Throughout my career, I have also developed a strong interest in education and the next generation of investigators. I believe there is significant value in bridging the gap between academic training and the realities of fieldwork by providing future investigators with practical tools and a clear understanding of the demands of our profession.

This is the perspective I primarily hope to bring to the Regroupement des enquêteurs professionnels du Québec (REPQ). I want to contribute to the development of the next generation of investigators, the sharing of knowledge, and discussions on professional best practices. In particular, I would like to participate in developing training programs that place greater emphasis on the real-world challenges investigators face, research and analytical methods, and the responsible use of investigative tools and information sources.

I also hope to encourage collaboration among professionals in the field, facilitate the sharing of field experience, and contribute to initiatives aimed at raising awareness of and recognition for the private investigation profession.

My goal is to put my experience and education at the service of the REPQ while continuing to learn from experienced professionals. I want to make a meaningful contribution and bring the perspective of my generation of investigators, particularly in the areas of education, professional development, and the evolution of investigative practices.

With over 25 years of experience in the banking industry, nearly 20 of which have been dedicated to combating fraud, I currently serve as Assistant Vice-President, Fraud and Corporate Security, at Laurentian Bank. My responsibilities encompass fraud prevention, investigations, and physical security.

What motivates me to become involved with the REPQ is the recognition that our professional landscape is evolving rapidly. Fraud and scams are becoming increasingly widespread, artificial intelligence is transforming both the methods used by fraudsters and the tools available to us, and investigations are growing more complex.

Faced with these challenges, I firmly believe that we must join forces, share our expertise, and work together to become stronger collectively.

Guillaume R. Louis has more than 25 years of experience at the intersection of justice, security, and academia. With graduate-level degrees in law, criminology, and geography, he draws on this multidisciplinary expertise to analyze and address the complex security challenges faced by both public and private organizations.

A two-time recipient of teaching excellence awards from the Université de Montréal and a recognized author, Mr. Louis is known for his strong communication skills and his ability to make technical concepts accessible to a wide range of audiences. He has taught in criminology, homeland security management, investigation and intelligence, and contributed for more than 11 years to the initial investigation training program at the École nationale de police du Québec.

As the initiator and designer of innovative training programs, he has contributed to the development of academic programs and non-credit professional training across a variety of fields, consistently combining analytical rigor, pedagogical creativity, and a strong focus on practical applicability. He has also been responsible for several academic programs, including the first program entirely dedicated to investigation — the Certificate in Investigation and Intelligence at the Université de Montréal — and has led the development of customized training programs for federal and provincial organizations with administrative and criminal investigative powers.

After a career largely devoted to advancing knowledge and expertise in the field of investigation, it was only natural for him to accept a position on the inaugural Board of Directors of an organization whose primary mission is precisely to strengthen, promote, and facilitate the sharing of investigative expertise.
